

Project ETLLIA – Enhanced Territorial Learning and Labour Integration Action
The Human Resources Development Agency participates as a project partner in the implementation of ETLLIA – Enhanced Territorial Learning and Labour Integration Action, project code ROBG00297, funded under the Interreg VI-A Romania–Bulgaria Programme 2021–2027. The project aims to improve equal access to inclusive and quality services in education, training and lifelong learning, including through the development of accessible infrastructure and modern forms of distance and online learning.
The project is implemented in partnership by:
Lyaskovets Municipality, Bulgaria – Lead Partner;
Human Resources Development Agency, Bulgaria – Partner 2;
Oltenia de 10 Association, Romania – Partner 3;
Radu Greceanu National College – Slatina, Romania – Partner 4.
The total project budget amounts to EUR 932,014.24, of which EUR 745,611.39 is financed by the European Regional Development Fund (ERDF) and EUR 186,402.85 represents national contribution.
The implementation period is from 6 November 2025 to 5 November 2027, with a total duration of 24 months. The project is implemented in Lyaskovets and Ruse in Bulgaria, and in Craiova and Slatina in Romania.
The main activities include development of training curricula and online platforms, delivery of training programmes, modernization and equipment of educational infrastructure, as well as communication, dissemination and evaluation activities. The expected results include improved access to modern learning opportunities, development of new skills, joint cross-border training schemes, and sustainable cooperation among the partner organisations.
Project ETLLIA – Enhanced Territorial Learning and Labour Integration Action is co-funded by the European Union through the European Regional Development Fund under the Interreg VI-A Romania–Bulgaria Programme 2021–2027. The budget allocation among the project partners is as follows:
Lyaskovets Municipality, Bulgaria – EUR 655,570.24;
Human Resources Development Agency, Bulgaria – EUR 117,432.00;
Oltenia de 10 Association, Romania – EUR 74,592.00;
Radu Greceanu National College – Slatina, Romania – EUR 84,420.00.
The total project budget amounts to EUR 932,014.24.
